Abstract

The issue of security in recent years has established itself as one of the key tasks that national and trasnational administrations must face. Security in general is the state of protection againts all dangers. The Americans make a distinction between Security and Safety; security is defined as the protection against external risks (terrorist attacks, etc...), whilst Safety is defined as the protection against possible consequences or errors or the occurrence of undesirable events.
